The document examines the main democratic challenges undermining security in Europe and public trust in state and European institutions. They include the independence and impartiality of justice, the safety of journalists, freedom of expression and the social integration of vulnerable communities.
In order to address these issues and to strengthen the democratic checks and balances fostering open and inclusive societies as well as safe and stable states, the report details legal and political proposals put in place by the Council of Europe.
